.<\/p>\n

In the Official\u00a0Gazette\u00a0from\u00a021.03.2020,<\/u><\/strong>\u00a0it\u00a0was published the\u00a0OUG\u00a0No. 29 \/ 21.03.2020, approving the Program\u00a0to\u00a0support small and medium-sized companies in the context of the COVID-19 pandemic.<\/p>\n

THE FOLLOWING SUPPORT MEASURES WERE OFFICIALLY APPROVED FOR COMPANIES:<\/strong><\/p>\n

1.\u00a0<\/u><\/strong>Granting of state guarantees for\u00a0loans\u00a0\/ credit\u00a0lines, as\u00a0it follows:<\/strong><\/p>\n

a) <\/u><\/strong>one or more guarantees for investments loans for and \/ or one or more\u00a0loans\u00a0\/ credit lines <\/u><\/strong>for working capital in a percentage of maximum 80% of the financing value<\/strong>, excluding the interest, commissions and bank\u00a0charges\u00a0related to the guaranteed\u00a0loan.
\nThe maximum\u00a0total\u00a0value of state guaranteed financing: 10,000,000 lei.<\/strong>
\nMaximum value of\u00a0loans\u00a0\/ credit lines for working capital\u00a0loans: 5,000,000 lei <\/strong>(capped\u00a0to\u00a0the average of the expenses related to working capital during the last 2 fiscal years)
\nThe maximum value of the\u00a0loans\u00a0\/ credit lines for\u00a0financial\u00a0investments: 10,000,000 lei.
\nMaximum duration of financing for investment loans: 120 months<\/strong>
\nMaximum duration of financing for working capital loans: 36 months<\/strong><\/p>\n

b) o<\/u><\/strong>ne or more guarantees for\u00a0loans\u00a0\/\u00a0credit\u00a0lines<\/u><\/strong> for financing\u00a0the\u00a0working capital for micro-enterprises<\/strong> and small enterprises with a maximum percentage of 90% o<\/strong>f the financing value the interest, commissions and bank charges related to the credit guaranteed by the state
\nMaximum value: 500,000 lei <\/strong>for micro-enterprises,
\nMaximum value: 1,000,000 lei <\/strong>for small businesses.
\nThe maximum value of each financing granted to a beneficiary may not exceed the average of the expenses related to the working capital of the last 2 fiscal years, within the limits previously provided.
\nMaximum duration of financing for investment loans: 120 months<\/strong>
\nMaximum duration of financing for working capital loans: 36 months<\/strong><\/p>\n

2.\u00a0<\/u><\/strong>Interest\u00a0subsidies\u00a0on loans \/ credit lines for working capital\u00a0loans\u00a0and investment\u00a0loans\u00a0of\u00a0100% <\/strong>of the budget of the Ministry of Public Finance, within de minimis\u00a0aid
\nGrant period: until March 31, 2021, with the possibility of extension<\/p>\n

3. <\/u><\/strong>Extension of the term for payment of\u00a0taxes and\u00a0local\u00a0taxes <\/strong>(tax on buildings,\u00a0land\u00a0tax, tax on means of transport) until June 30, 2020.
\nIn\u00a02020, the deadline of March 31 inclusive,\u00a0stipulated\u00a0in art. 462 paragraph (1), art. 467 para. (1) and art. 472 para. (1) of Law no. 227\/2015 regarding the Fiscal Code, with subsequent amendments, is extended until June 30 inclusive.<\/strong><\/p>\n

4. <\/u><\/strong>Interest rates and penalties for\u00a0fiscal\u00a0obligations due f<\/strong>rom the date of entry into force of\u00a0OUG\u00a0and unpaid up to 30 days after the end of the emergency\u00a0state\u00a0shall not be calculated and\u00a0owed;<\/strong>
\nFor the fiscal obligations due from the date of entry into force of\u00a0the OUG\u00a0and unpaid until the termination\u00a0of measures, according to par. (4),\u00a0from the present\u00a0article, interest rates and penalties are not calculated\u00a0and owed,\u00a0\u00a0according to the Fiscal Procedure Code, approved by Law no. 207\/2015, as subsequently amended.<\/p>\n

5. <\/u><\/strong>The measures of\u00a0legal enforcement\u00a0by\u00a0garnishment of\u00a0budget claims\u00a0are suspended or not initiated,\u00a0<\/strong>except from the legal enforcements\u00a0applied for the recovery of the\u00a0budget claims\u00a0established by\u00a0court\u00a0decisions\u00a0on\u00a0criminal matters<\/p>\n

6. <\/u><\/strong>Postponement of payment\u00a0of\u00a0utilities\u00a0services\u00a0and rent for the building destined for registered office and secondary offices for SOME companies by invoking „force majeure”<\/strong>
\nDuring the state of emergency, small and medium-sized enterprises, which have\u00a0interrupted\u00a0their activity\u00a0totally or partially\u00a0based on DECISIONS issued by the public authorities, according to the law, and who\u00a0own\u00a0the certificate\u00a0of\u00a0emergency situation issued by the Ministry of Economy, Energy and Business Environment, benefit from deferred payment for utilities services: electricity, natural gas, water, telephone and Internet services, as well as deferred payment of the rent for the building destined for\u00a0registered office\u00a0and secondary offices.
\nThis category includes companies whose activity has been restricted by the Military Ordinance, respectively:<\/p>\n
