Cesarina Adriana Balaj is a certified accountant and certified tax consultant with more than four decades of professional experience in accounting, taxation and financial management. Since 2006 she has served as Chief Accountant of Alexandru, Andreas și Asociații — Lawyers and Certified Accountants, where she coordinates the firm’s accounting and accounting expertise activities, providing clients with integrated financial, accounting and tax solutions.

She is a member of the Body of Expert and Licensed Accountants of Romania (CECCAR), holding the qualification of certified accountant since 1996, and a member of the Romanian Chamber of Tax Consultants (CCF), as a certified tax consultant since 2007.

Professional background

Ms Balaj’s career was built on the solid foundation of more than 25 years in the financial and accounting structures of the Romanian railway system, where she successively held both operational and management positions: economist within the CFR Timișoara Regional Division, Head of the Financial-Accounting Department of the Freight Division of SN CFR, Head of the Fixed Assets and Inventory Accounting Department at the Railway Management Company (SMF SA) and, between 2002 and 2006, Chief Accountant of CN CFR — Timișoara Regional Railway Division.

Starting in 2002, she took part in numerous implementation teams for projects financed from reimbursable and non-reimbursable funds, building valuable hands-on expertise in accessing, using and controlling such financing, including European funds — an area in which she continues to assist the firm’s clients today.

Education and continuing professional development

Ms Balaj is a graduate of the Faculty of Economic Sciences of the University of Timișoara (class of 1983) and of the “Grigore Moisil” Informatics High School in Timișoara.

As an active member of CECCAR and of the Chamber of Tax Consultants, she takes part every year in the continuing professional development programmes organised by the two professional bodies, having completed in recent years specialisation courses on topics such as:

• taxation and updates to the Fiscal Code and the Fiscal Procedure Code;
• financial accounting and reporting under national regulations and international standards (IFRS);
• accounting expert reports — Professional Standard no. 35;
• accessing, using, controlling and recovering European funds;
• accounting treatments and tax implications in the digital era;
• doctrine and ethics of the accounting profession.
